For number 2. you could argue that they are mercantilist. Most of the enterprises are state backed, much like the Dutch or British East India companies. So the state takes a pretty big role in determining which companies will succeed.

Well large corporations often get tax breaks in the US to locate a headquarters or factory in a state. But I think unless you are bringing several hundred jobs to the area, you are out of luck

Actually the market would probably bear more unevenly. I am sure there are some teachers which could probably command higher salaries, and some that are protected by the union and couldn't.
