Houston != Austin. Our freeway system is ridiculous. We have a single interstate, multiple tolls and no 'loop' around the city. Houston and Dallas may be famous for their 8 lane highways but that is not how Austin is designed.

You also need to consider that the median tenure at these type of companies are 2-3yrs[0][1][2] (1.1 at google!). In my experience that's not enough to get the full stock grants. So even from those that could make it very few stay

Straw man, almost no one is suggesting 50+ floor apartments in residential neighborhoods. Simply adding a few 4-5 floor apartments buildings with retail at the bottom would greatly improve quality of life in neighborhoods.
