Water is much less of an issue than the media makes it out to be. It's a problem in some specific areas, yes, but power is a much better concern.

DC infra is always allocated in terms of watts. From this number, everything else is extrapolated (e.g. rough IT load, cooling needed, etc).

Correct. We didn't know chatgpt would be huge but we knew big data and ai were the next big thing and we're investing heavily in that space. The funding for this came from sre teams, pms, etc.
