Smart contracts are smart enough to allow formation of groups of devs, form a vote and disperse funds. Devs who are directly responsible for maintaining a portion of code can vote if the contributed code solves the issue.

Not sure if this is entirely right but I think technical decentralization depends on its participants making conscious decisions to react to events, but that doesn't happen and somehow you need to assign higher weight (centralization)
