I think that is pretty unlikely. HN doesn't use Cloudflare at all as far as I know, and not to downplay the scope of the outage, but Cloudflare's core CDN Offering is fine. Other core services such as Cloudflare Pages/Workers

Maybe it's because you have your funding source as your bank account, but I was never asked to provide my SSN with a debit card funding source.
