I was the person that actually managed the binary size task force and proved that it was a business problem in the first place. Not all management didn’t care about AMS :) The Amsterdam team 100% played a critical role in solving the issue

That's not true at all. You can use dynamic libraries; Swift modules produce .framework packages, which are dynamically linked.
