If you are working by yourself, this trick only works sometimes. If you have extreme apathy against your subject matter or absolutely no idea on what you should do, then putting down a bad idea would just result in a bad idea written down,

Yeah, they simply decide to do an early upgrade instead of spending time to clean them then do a upgrade sometime later. I guess their only lack of foresight is for not donating these PCs away.

Well, you probably never(?) lived in a state like Singapore. You are basing your fears only on stories like this. Imagine the opposite way around, Singaporeans probably fear more about living in a ghetto than their own state.
