yes, you are generating ~430nm light x-rays (0.1-10nm) are much higher energy and need a greater potential to be created, which can only be done in a vacuum

I think they were just trying the emphasize the giant scale of the operation. I feel like the average reader would associate x-rays with the machines found at hospitals. The synchrotron, of course, is a vastly different machine.
