I tried pi-hole but my family couldn't make it work. Pihole blocks a lot of content they want to see, for example, email newsletters from our city gov. I understand why (privacy/tracking concerns) but it was just blocking too much

The upvote is an implicit down vote for other things. I think you need two things. First an upvote/downvote so that users can express their agree/disagree. This value wouldn't necessarily effect the visibility of the content

"sentiment analysis" is flawed because it lacks broader context of the conversation. A negative/angry/abusive comment can still be a quality comment depending on the comments upstream.

This assumes the user is accurate in his interpretation of a comment. Once they learn that "a" makes comments more visible and "b" makes them less, it just becomes an agree / disagree vote
