I'd say world modeling can provide the foundations from which symbolic reasoning can emerge, after all this is how we (humans) learn it too. There are a lot of tasks in arc that are grounded in simple physics

If you listen interview with Francois it'll be clear to you that "vision" in the way you refer it, has very little do to with solving ARC. And more to do with "fluid, adaptable intelligence, that learns on the fly"
