I'm not sure that's a fair summary. It's very clearly stated that there is authentication performed after encryption. The MAC should prevent the remote server changing the counter or any encrypted bits.

Yes, the FLIF format is still being fully fleshed out. I would actually give WebP a shot instead of JPG. It offers better compression and already has native implementations in Chrome and on Android.
