I'm one of the developers on the Federal Register 2.0 project. Thanks for the great comments; we'd love feedback on how to improve the API or the site in general. In addition to the API client, the whole site is open source and on GitHub:

I've used the Ruby spreadsheet gem with success. It's a bit old, but works ok. http://spreadsheet.rubyforge.org/
