Nobody wants to risk when things are going well, obviously. These countries do, however, have a huge number of bilateral agreements, so they find a lot of benefits in joining, at least partially, the EU. Norway already implement most of EU

No idea, I think that being such as small economy its currency fluctuates a lot, more than it is bad per se. That is why joining the Euro would give them a lot of stability, according to campaigners in favor of joining the EU.
