I write my blog using Hugo, it is rather simple to use - just a folder of markdown files. For publishing, I use netlify (which does the build and hosting). Their free tier is more than enough for me. The domain comes from namecheap.

Because it's the most used language in enterprise software. It's reliable, rather easy to learn, and quite productive. It's not particularly fun, but it works and the tooling is pretty great.
