IMO part of figuring it out for yourself is a little research (which can be as basic as simple observation). Then you decide what to keep or trash as part of "yourselfing" it.

It's not only for full-screen — slide-outs that block X amount of content will also be punished. A lot of these popups specifically target based on various segments of Google keyword traffic. It's a good start.
