In France the CNIL is pretty good at enforcing regulation IIRC. And for any small to medium company, the fine should be enough of a deterrent. I don't think companies big enough to just shrug the fine away resort to much telemarketing

I have a 34 key split and it's decently comfortable. I have my mods mirrored on both halves so depending on the non-mod key of the shortcut I use the opposing hand for mods.

I just tested it out and it didn't work well for me. It reliably started either on the current app or on the latest app when on the home screen but I haven't managed to change windows at all. That could be due to my weird keyboard
