Long time OVH customer here, they had a similar issue on May 2015 for the same DC in Canada where a car hit one of the poles along the BHS/MTL via the North route, damaging the optical fiber cable: 2 of the 3 pairs of cables where down

We tried both and finally end using puppet. In our experience puppet is easier to setup and start, chef server stack is HUGE compared to just installing a package for puppet master and certs/knife setup is a PITA. The DSL is pretty similar

We have a similar experience trying to move a large local newspaper in WP (500k+ posts) from our architecture to WPEngine, after over 1200 U$D spend, sadly we rollback to old setup.

In my country => Uruguay is the other way round.. east part of the cities is the richest one.. but i believe it's related with the coast line and the ocean :)
