This blog makes a good point: governments are already overworked dealing with pedos, terrorists and spies. Ad fraud is a victimless crime that voters don't care about so in all likelihood a low priority.

In my country they are really pushing parcel lockers. And it makes sense- most people are not at home during the day. If they can put a 24/7 locker in every neighborhood or apartment complex it would be much more efficient.
