Are you sure? From let's say the 100 web devs I encountered the past years I remember 3 using Windows, and they all used the Linux environment for development.

Had the same thought, performance is quite key for most uses I think. Still compiles to web assembly probably because they mention running it in V8.

Erh, I did the same for small personal websites but maintaining the content and having to change things on multiple pages made me switch to a build step. I do not understand how the author would deliver a website to clients without pulling

This is very much personal preference. I would suggest to look at their docs & create something small for both. Plus try out their 'standard frameworks': Nuxt & Next.js.

Yes exactly! The content targetting "system programmers" is odd as Rust is great for so much more like the examples towards the bottom about webassembly and such. Additionally the website seems to take longer to load.
