I tested in Tor Browser at standard security level and it's blank except the thumbnails on the left show fine, so just a minor glitch somewhere is breaking it. I presume it doesn't support TOC then, which is a shame. On the upside

I don't see the problem. I've just been using services with 3 - 10 verbs that the agent can use without adding any that can do harmful things. Even when they have no auth mechanism I can just put a temporary token in the URL.

What? Just fix the ciphers to a list of what's known to work + some safety margin. Each user needing some different specific cipher (like a cipher for horses, and one for dogs), is not a thing.
