Yes, we in the US have a punitive justice system, which emphasizes punishment under the dubious concept of punitive deterrence over remediation and other forms of deterrence (eg poverty reduction, though that is obviously irrelevant here).

I think it's more accurate to say that the trust the scientific community has for regurgitation of scientific papers erodes. I can't imagine it has much effect on the general populace's perception of the practice.

This comes with additional complications in the US—for instance, you can be booted off SSI if you have too much income for the month. We functionally have mandatory poverty in this country for folks on disability.
