It's like riding a bike. You need to start in a low gear and get some momentum - even if you are going in circles. Starting from zero in the highest gear is difficult and hard to ballance. Once you have some speed, everything gets easi

This will only encourage more technical jobs to move offshore. We already lost most of our manufacturing capacity to offshore factories. Policies like this will encourage more IT, engineering and research jobs to permanently move to lower
