FTC can not make laws. It does not matter how much you want this to be law. It must be passed by Congress. Even then, it wouldn’t hold in intrastate cases since the Commerce clause doesn’t provide for that.

This really doesn’t matter. In 5 years we will have observatories in orbit anyway. Placing them on Earth makes little sense in the first place.

Interestingly this doesn’t see to be a violation of his freedom of speech. The order is simply that he must share it with the government, not that he can’t say it, AFAICT. But it can affect his supervised release seemingly.

Non-profit tax exemptness is good actually. It incentivizes charity over profit-seeking ventures. Changing this would increase taxes in the short term but be bad long term.
