Most people do want to be and think they are good people. People have very diverse understandings of what it is to be a good person. Very much rooted in tribalism and self-interest, like most any social animal. You obviously can not build a cohesive society just by hoping people will want to be good, they have to have a generally shared understanding of what it means to be good.
