The Notes app?

  Yes, I understand that is what I'm supposed to use, but I like plain text files that can be opened in any app from the 1970s and onwards rather than using some app-specific database. TextEdit.app works great on Mac for this, but there is no equivalent in iOS or in icloud.com.

    You must not be looking too hard. Runestone and TextTastic are true plain text editors for iOS. I've used them both and they work great.

    There are hundreds of text, markdown etc type apps on the App Store that are cross-platform and work with iCloud e.g. SimpleNote, Notion.
