Wouldn't the union then take credit to try to give an example of people showing hesitancy? The union president is denying its a walkout, official or un-official

  They legally aren't allowed to do it, officially or unofficially. So the union cannot "take credit" for it.

  If they can get hit really hard for it, it's better to play along and not admit anything.
