  ccTLDs are special as they are entirely delegated to the countries that they're assigned to. WIPO offers UDRP servicing for ccTLDs, but they need to opt-in to it [1]. Notably .ar (and .su as the other responder to your comment notes) is not part of that. Therefore the process is going to depend upon the specific country/agency overseeing the ccTLD.
