Is this a way for the ad-industry to evade pi-hole or similar technology?

  They would spend more money developing this than they would gain. Nobody, in a statistically-relevant sense of the word, uses pi-hole.

      I very few people use it, to the point that the ad companies don't really losing anything from it.

  pi-hole doesn't intercept/inspect SNI. they block at the DNS level.
