Assuming the VPN server doesn't just allocate from a pool of public IPs owned by the organisation you're connecting into (the scenario I had in mind here) then yes this is an issue.

I use freedns for hosting for a non-critical domain. I've never noticed any problems with them, but to be honest if they went down for a few hours at a time I probably wouldn't notice on that domain.
