I doubt compliance is zero. Driving around in other states, you easily see many more drivers yammering on or playing with phones. Police will stop and cite you in CA, so while not everyone complies, I'd bet the majority do. Or at least

FWIW - unlike Amir, we didn't have a "startup" track record, we weren't coming out of (or dropping out of) Harvard, Stanford or MIT. We also didn't have anyone from YC in our network. Oh and we were probably 10 yrs

FWIW - in my previous company I/we tried to hire the best people for the job, regardless of credentials and I think we did a good job of it. I take that experience now and apply it to hiring for our newly minted YC company. Same leader

They could disallow that host from listing their space. Small revenue loss to AirBnB. Big revenue loss to the host. Not really worth the few bucks to not be able to use airbnb.
