I would recommend Django, but it's really only the backend half of what you're looking for. What you're describing sounds very nice though. I've often wanted a VB6 equivalent for the web, but open source.

I've had the same experience on linkedin, and I think it's because a lot of the content is not specific enough, it increasingly feels like facebook. I think there may be other places with a higher density of very specific purpose,

And from the other side, I've had good success reaching out to people in response to something posted on the web. An email only takes 5 minutes, and it can lead to a life-changing new friend, project and business.

As others have mentioned, see if you can rope together something with a Google form and sheets. Django is great, you can get very far with it's defaults e.g. it uses local SQLite db.

Lack of empirical results is a recognized problem. I do however know of one effort to dig out and bring together data sets - http://www.knosof.co.uk/ESEUR/ Even in experiments where it's very easy to make a study
