That's heart wrenching, a smashed and shorting phone line could call but not a specific and relevant number, could be the phone doing it, or some short code for calling the last number. Often time shorted lines will end up calling 911

Not really relevant to the Child Tax Credit, but I found a great free Canadian tax software https://www.genutax.ca has a pay what you want model. Great piece of software.
