No no no! Windows on ARM does have a desktop. But traditional x86[-64] compiled apps will obviously not work. The desktop does still exist though.

I find this comment to be rather out of line. IE has really gotten its act together in terms of implementation of new features. I take it you haven't really given IE10 a serious try.
