Yes. But C# also supports struct which are stack allocated. C# allows to optimise memory allocation when that matters and to rely on the GC for less critical parts.

For the first point, I'd say it's best to save the setup time by using a service like Netlify and keep that for if/when they shut down. For the PDF, there's probably some service that could be used to wire that quick.
