This tool is built to interface with DigitalOcean's API so it can spin up the VM. There is no universal API for Docker that would allow one to install "anywhere that has docker", at least as far as I know.

Maybe not Docker itself, but this looks like a use case for CoreOS. In this case the "install button" would simply submit fleet unit file(s).
