The eyedropper is using a panel with a call to openPopupAtScreen to open it (http://dxr.mozilla.org/mozilla-central/source/browser/devtools/eyedropper/eyedropper.js#195 http://dxr.mozilla.org/mozilla-central/source/browser/devtoo...).
