One of the last things Steve Ballmer did was restructure the company. http://www.microsoft.com/en-us/news/press/2013/jul13/07-11onemicrosoft.aspx http://www.microsoft.com/en-us/news/press/2013/jul13/07-11on... This created a lot of redundant people and groups.
