I applaud efforts like these for at least doing something to address the problem, even if it doesn't turn out to be the most effective use of capital in the end as some suggest here. Housing First has been shown to be fiscally prudent, generate good outcomes, as well as just being plain compassionate (of course we shouldn't base whether or not you have access to a home on whether or not you have a substance abuse issue).
