India, for example, is _exclusively_ (i.e. completely) ignoring welfare - something that is clearly wrong as the country spends a lot on subsidizing food and basic amenities - you can argue the specifics of the program but can't say that the program is absent. or you are saying 2. India is _exclusively_ focusing on ISRO, also something wrong - ISRO is a minute fraction of the budget
