Per the FCC, "Federal law prohibits the operation, marketing, or sale of any type of jamming equipment, including devices that interfere with cellular and Personal Communication Services, police radar, Global Positioning Systems, and wireless networking services (Wi-Fi)." Although, I'm sure an exception would be made for law enforcement on the grounds of national security.
