That's not entirely true from what I see. Look at http://hbk-bs.de/en/studium/studienbewerbung/bachelor-studiengaenge/ http://hbk-bs.de/en/studium/studienbewerbung/bachelor-studie... which should be representative of other art schools in Germany. There are no very special requirements which would keep you from applying as a Non-EU citizen.
