THe issue of agile is people do not understand how to properly apply it. If you do a Product you want fixed budget, fixed releases and flexible scope, scrum/agile is the best fit. If you do Projects you want fixed release and fixed scope and flexible budget. Use waterfall and don't close the budget until the end of the design phase.
