Yeah, there is the question of how bad does it have to be to report. Certainly, they don't want people calling about a single cup stuck in a bush somewhere, but do want people calling about a pile of domestic garbage. My personal rule of thumb would probably be to only call if it were an amount significantly above average for the area, or if it's public trash bins that are overflowing and need to be emptied.
