Recall the PRISM program exposed by Edward Snowden in 2013, or the more recent Epstein scandal, and the lack of actual consequences in either case. Do you truly have the means to regulate the powerful, or is it just kayfabe? The current status quo is not ideal, but it could be worse. Open-weight models trail the frontier by a few months, and we have a decent chance of achieving a future where some number of individuals, likely in the millions, can survive and thrive. The root "problem", if you can even call it a problem, is evolution.
