"Homeland Security" isn't about homeland security, that's a meaningless propaganda name. It's the result of an evil initiative to coordinate all of America's Federal police and secret police agencies that was created after 9/11. It's not CBP/ICE, it sits above them (and everything else.) It was something that had been warned against by everyone from the beginning of the US having secret police forces, and 9/11 was the excuse to do it. Before DHS, the FBI and the CIA (for example) had to go through protocols to share information with each other. This was good because the CIA aren't allowed to do some things that the FBI is allowed to do, and vice versa. Now they're really all one organization, although they have internal turf battles caused by power struggles between ambitious individuals.
