    That's a false premise - scraping itself isn't illegal, and reasonable also it should not be. But having most of the traffic be scrapers that don't behave well and brute force constantly refetch pages unnecessarily and unintelligently is the issue. So it's just bad behavior requiring reduction of the openness. Like with any open things when people can't behave anymore :(
