Given all the surveillance, wouldn't the best solution be to use that to identify future sociopaths, narcissists, etc and stop them that way? Forget a test they can bypass or cheat, identify signs of questionable behaviour (like cruelty to animals, bullying, etc) and label them that way. If someone hits the signs for a future serial killer, block them from ever getting any sort of job beyond menial work.
