Tech is super important but it's not energy or food. The threat of a 'Microsoft Famine' would only lead to the EU being forced to send that money to China and develop it's own tech sector more thoroughly. The US was powerful precisely because of its allies supporting it. Threatening those same allies isn't going to get the US further ahead than it already is in the world. Yes, there would be massive disruption and lead to emergencies but the US wants to change the world order where it was already number 1 it is free to do so.
