The problem with bookmarks is that they have their own place that is only for bookmarks. It would be better if bookmarks would live in the same place tabs live.
It's like with pinned apps in Dock. Imagine if you couldn't pin apps in the Dock. Instead, there would be some separate place where all your pinned apps lived. That would be unusable.
Arc did something like that with pinned tabs, and I've heard multiple people say that it was the killer feature for them.

With it your live tabs, bookmarks, curated tab libraries, mobile-device tabs, and other synced browsers/PCs, all sit in parallel nested trees, so a bookmark or bookmark folder can be dragged into the live tab tree or any other tree, and vice versa. Plus, an important piece that actually addresses the unfinished-decision framing, is being able to close a tab and keep it in place in the tree: it stops eating RAM, but it stays exactly where you left it for reopening in same position later. That covers your tab-groups point too, since groups are saved in the tree with their name and color intact, so a research context from three months ago survives a browser restart instead of surviving only in history. Disclosure, I built it, but it honestly does help with the points you raised.
