      Sarcastically: Surely a forum post is an effective way of notifying the relevant legal departments about this. You would be better off reporting the requesting account to GitHub for sanctions, if your goal is to productively enforce such things as you cite on behalf of the U.S. government. Are you an authorized agent thereof or merely a Concerned Citizen with patriotic intentions?
